Does a file named TEMP.TMP exist on your system?  Opening in "r" mode
will return 0 with errno = ENOENT if the file doesn't already exist.

-- Portability Note --
BTW, if you are hardcoding filenames in fopen() statements, please
lowercase them.  It's quite a bit easier when you go to port to
other POSIX systems that generally have case-sensitive filenames.
(In those filesystems, ALL.CAP filenames are considered shouting.)
