for gcc you can try this:
   gcc --version

for Allegro you have to look at documentation or at 
allegro.h 

othervise you can use the -v switch so that gcc will 
print version for each tool it will run (preprocessor, 
compiler, linker, ...)

You can look at the zip-picker at www.delorie.com or 
go directly to

and search for yourself.

(BTW, I don't think you will find what you are looking 
for at www.allegro.com, just try and see :-)
