You need to unzip djdev203.zip as well.  Did you do it?  That's where
djgpp.env comes from.

It might also be that you used some overly-smart unzip program, which
didn't preserve the directory structure.  Use unzip32.exe (available
on the same FTP site where you downloaded DJGPP).
