It may be a new feature in Bison, but it's the same idea in other GNU tools like
'makeinfo'.

But there's no need to re-built Bison. You can force y_tab.c (and y_tab.h with the -d
flag) to be generated by setting the environment variable YACC to:
bison -o y_tab.c
before running the configure script.
