Are you actually using DOS, or are you using a DOS shell inside
Windows?

It's part of gpp*b.zip.  Try re-unzipping it with unzip32.exe from
  ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/
This will unzip the long (libstdcxx.a) filenames in a manner that
matches what DJGPP expects.
