In my Win95 I use 256Meg swap.  On my second harddrive.  This (i think)
speeds up 
the computer if swapping occurs because the drive for the OS and programs
and the swap
file have different heads, reducing head contention.

I have used 128M swap and never had any problems, but I also have 129M ram,
so swapping
shouldn't happen too much.

My (out of the blue) guess is that memory + swap should be at leas 256 meg
if you run 
lots of big windows apps at the same time.
