The patches *are* to make sure the files go into proper directories,
that the makefile's are updated to integrate the new files into the
library build procedure, that the docs are added to the libc
documentation, etc.  Take a look at the recent thread about adding
strrev, to see what does it take to add a tiny function to the
library.
