Only if the card also comes with a vxd to access the dll.  Vxds, or
virtual device drivers, are shims to access Windows resources from a
DOS virtual machine.

The best option for the community would be to get the manufacturer to
release the specs for the hardware.  The path of least resistance
would be to switch to mingw32:
