I doubt that this is true with Allegro.  At least previous versions did 
not need a Unix shell to build the library.

This is only true if whoever wrote the Makefile used features supported 
only by a Unix shell.  There's nothing in Makefile syntax that requires a 
Unix shell, and you can certainly write non-trivial Makefile's that will 
run with stock DOS COMMAND.COM.
