It would have to release timeslices to the apps that _are_ running in
the background.  Think of any solitaire, minesweeper, or samegame-type
game.  There are _lots_ of free cycles that could be donated to the
system.

What if I'm running (say) WinApache or something while playing Insane
Game (a SameGame derivative for DOS)?

One line in your idle loop is not that difficult, once you have
learned the concept of "idle loop."
