You can also go to

http://www.cs.virginia.edu/~lcc-win32

and download the Lcc-Win32 compiler
(a Win32  port of the LCC compiler by C.W.
Fraser and Dave Hanson)
and the WEDIT IDE by Jacob Navia.

you can build *.dll's with it.

(I use both DJGPP and Lcc-Win32.)
