It's in gnu/gcc-2.952/readme.DJGPP (both gcc2952s.zip and gcc2952b.zip) 

It's required to install packages mentioned there as required
(also use bash-2.03 to avoid problems)

Also LFN support IS required (so You need Win95 or Win98 to build
DJGPP port of gcc-2.95.2). Perhaps with next update (or minor version, who
knows) also building under Linux using cross-compiler will be supported.
At least I have installed binaries I built about 2 weeks ago under Linux
and no problems yet.
