I don't think that a missing lgpp*b.zip could be causing these problems.
A missing lgpp would be giving link problems _not_ missing cc1plus.exe
etc..

More likely it is a missing gpp*b.zip (the c++ compiler). BTW many people
(including yours truly) don't bother with the lgpp* anymore..
