I did some testing and yes, it seems the stand-alone Info reader will
display characters from the upper 128 of the PC character set.  But if
I try to display ASCII 021 from the lower 128 chars of the character
set, all I see in Info is ^U, and not the PC `section' character.  FWIW I
can display the `section' character in some other pure-ASCII contexts,
which is why I hoped I could use it in Texinfo files.
