It detects NT automagically (using environment variables).

Most probably an LFNs problem. Remember NT doesn't support the LFN API for DOS
applications. If you uncompressed files with LFNs gcc won't be able to find the
file. Check the name of the libstdcc.a library, check the short and long name.
Rename it if the short name isn't suitable or just uncompress with short names.
