That's not true: both command.com and edit.com which come with Windows
are actually EXE programs.  Look at the first two bytes, and you will
see the telltale "MZ" signature.

As far as I could see they are compressed, so there's no easy way to
judge their size.

I don't say that I know for a fact that these are Windows console
applications.  I just don't know that they aren't.
