No, you don't.  You can click START->RUN, then type the GCC command
line into the dialog box that Windows pops, and click OK.

TC 2.01 is a DOS command-line compiler, exactly like DJGPP is.  If you
use the Turbo C's IDE and that's all you need to convince your school,
simply use RHIDE with DJGPP.
