The NT kernel (according to my neighbor) has always
run 16-bit programs "under emulation." "16-bit programs" surely
includes Win3.1 apps and real-mode DOS apps and may include
DJGPP apps (because they start out in virtual mode). I'm not
sure if it actually emulates Intel instructions or not.

Test results under Win2kPro (NT5) beta:
Allegro 3.9.27 WinArena, runs in DirectX:
Everything works, but fades are *really* slow.
Sound kicks butt with expensive sound card.
Allegro 3.9.30 DOSArena, runs in mode 13h:
Everything works but sound. I'm not sure NT5
even supports Blaster emulation for DOS programs.
Allegro 3.9.30 VESA Based Demo:
My tester wants to wait until Indiana tomorrow
to reboot into Win2k. He's busy watching anime.

BTW, what you've been calling Millennium will probably be
called "Windows 2000 Personal" according to my neighbor.
