I have written a small program that can change the palette of a BMP file
into a different one, of course with conversion of the pixels, so the
picture still looks the same... It doesn't work for PCX and is fixed at
the 320x200 reso, but that, and especially the latter  can be easily fixed.
It's written in 'Quick' Basic 4.5. If you can't find something better,
just tell me, and I will send you the program.
