Are you compiling a C++ programs? If so, you need to install the C++ compiler from the gpp2952b.zip archive. That's where cc1plus.exe comes from. If you are compiling a C program, then I'm guessing that either you or the editor passed the source file name to the compiler in UPPER CASE. When GCC sees a name with a .C (capital C) extension, it treats it as a C++ program, and wants to invoke the C++ compiler. See section 8.4 of the DJGPP FAQ list for more information on how the compiler determines the source language from the file-name extension, and how to force it to use specific language.
