Hm... Interesting question ..

But meanwhile things have changed. The C++ ISO std was out in september 1999. 
The std covers  C++ and the C++ std Library (also call the STL).
Both are thightly bound.  Various Compilers, including our favorite,
GNU C++, are pulling the bits to come up with a full compliant implementation.

Unfortunately, I do not have the std at hand, for now. But you could
try comp.lang.C++ for a better cover and some good criticism on the new
std.
