Check out the alt.os.assembly  and  alt.os.development  news groups.
They cover making hobby OSes, most are for 386+ machines, and
made using djgpp or gcc.

I am using djgpp under win95 to make a small toy OS.
I wrote a bootstrap and 2nd stage that are for fat12 floppies,
that put the processor in a simple 32bit mode and load the kernel
that is in a linked coff format.

So 'yes' it can be done!
 (Making code that looks like anything to an outsider is a different story.)
