I beg your pardon??  To my knowledge, and based on quite some evidence,
Windows (either version) supports only version 0.9, while CWSDPMI
implements 0.9 with several 1.0 features (but not all).

CWSDPMI is as good as you are going to get for free.  386MAX (a DOS
memory manager) apparently implements all of v1.0, but is commercial,
and I'm not sure where you would get it nowadays.
