Oh, I see that I misunderstood you.  Sure, C_INCLUDE_PATH should
include the RSXNTDJ directories *only* when you are compiling with 
RSXNTDJ.  But if the user changes the value of C_INCLUDE_PATH to 
correspond to the compiler that's currently in use, then everything 
_will_ work, right?

And the same goes for LIBRARY_PATH and CPLUS_INCLUDE_PATH.
