Many thanks Eli for replying, 
And I did the following as you suggested-:

GNU Make version 3.77   
MAKE.EXE       185,856  08-14-98 10:12a 

RHIDE  version 1.4

1. md d:\paint (directory name longer than a single character)
2. copied the files test.cpp and test.h to d:\paint
3. ran RHIDE and Opened new project and called it test
4. Selected Project->Add item and added test.cpp
5. Selected Options->Environment->Preferences and enabled all 
dependencies in makefile.
5. pressed F9 to compile and link the program. (Succesful-: 
test.exe created)
6. selected Project->Write makefile and RHIDE created test.mak
7. Exited RHIDE (Alt-x) to dos
7. modified test.h(just changed val to somethig else and saved 
test.h.
8. ran make(make -f test.mak)  wich said 'nothing to be done for 
"all"' and exited.
9. ran make (make -f test.mak -d >makedump) to get a dump of  
make to the file makedump.

test.h still doesn't appear anywhere in the output of make (I did a 
search for test.h in makedump and could't find it)

Iam attaching  test.cpp, test.h, test.mak and makedump(the output 
of make -f test.mak -d)for reference below.

I really appreciate all your help and please tell me what is hapening.
