This is the default icon for a program that doesn't
contain an icon list.

1. Make an ICO file. Several good icon editors are available for free
download.
2. Make a Windows 9x shortcut to your program.
3. Right click the shortcut and choose Properties.
4. Change the icon to your ICO.
5. Toss the shortcut into the Start menu, the taskbar's shortcut bar, or
wherever you stash your shortcuts.

InstallShield and similar installer makers can automate
steps 3 to 5 for binary distribution.
