Did you try the advice of section 3.2 of the DJGPP FAQ list?

You don't get 616K, you get 15128K + 616K, which is about 15MB.  The
division of this between the two values printed by go32-v2 is
irrelevant when you run on a *real* OS like NT, OS/2 and Linux.
