The basic difference is not (as you imply in your subject) whether
long file names are used, or not. Unlike DOS's 'dir' command, displays
only *one* of the two filenames, and in an LFN environment, that will
be the long one, usually. But it will still be only *one* of the
file's two names.
Moreover, you explicitly asked for kopiev~1.exe, so that's what you
get. Had you written 'ls -l kopie*', you'ld have gotten the long
name.
The real sillyness is in the filesystem having two semi-independent
names for each file. DJGPP tries hard to get over this, but there are
some situations where some gotcha invariably remains.
