No.  But vi does have an ed emulator.

The Emacs vi emulators are "checklist features".  I don't know one
single sane programmer who's using the VIP or the VIPER modes.  The sole
purpose of their inclusion in Emacs seems to be i) to claim that Emacs
has vi emulators, and ii) to amuse the authors of the packages.
