-Either:
    open device COM[1:,2:,3:,4:] and read/write to it but this gives no modem
signal handshake control
-or:
   make a comdriver that send/rcv directly to the HW. and control the modem
signals.
 You could use WIN95 dial-up network, that takes care of maintaining a PPP link
for you, and just use a TCP/IP socket (winsock) to snd/rcv info
