This was almost the problem. I did have update installed but there was a
utility of the same name earlier in my PATH. Removing that allowed the
config to proceed without incident.

Thanks for the suggestion and thanks for your continuing work to keep DOS as
a target platform for emacs (once again, the above problem aside, the
compile has been "out of the box" and couldn't have been easier).
