2 words: DPMI server. If you are running under normal DOS outside of
Windoze, then you are probably using CWSDPMI. There is a known limit of 256
mb of ram both physical and virtual. Running under Windows itself isn't the
best idea either.

If you are really serious about huge ammounts of memory, I have heard that
there is a version of CWSDPMI that will hold down more memory in exchange
for a speed hit. More specific details are available in the FAQ section
3.10.
