The docs are *not* usually written in info file format. They're
written in a dialect of TeX called 'texinfo', and compiled into info
by the program 'makeinfo'. From the same texinfo source, 'TeX' will
generate nicely formatted printable documentation, along with indexes
generated by the 'texindex' program. Tools exist to generate HTML
pages from the very same source, as well.
If you don't have it yet, get the txi312b.zip package, which contains
all these programs, and read up under 'info texinfo' about the texinfo
documentation language. The GNU editor-of-choice, emacs, has special
support for texinfo to ease editing.
