Begin by downloading and reading v2gnu/emacs.README from the same
place you get DJGPP.  The rest of the package is in v2gnu/em1934*.zip;
the README file should explain enough for you to understand what parts
of the package (which is quite large) do you need to download.

Alternatively, you could download the latest version 20.4 from one of
the GNU FTP sites (the main site is ftp://ftp.gnu.org/) and compile it
with DJGPP.  The distribution is in the file gnu/emacs/emacs-20.4.tar.gz
and it compiles with DJGPP right out of the box.  The file INSTALL in
the distribution explains, near its end, how to build Emacs with
DJGPP.

I will probably upload a binary release of Emacs 20.4 in a few weeks.
But don't hold your breath, as I'm quite busy these days...
