The NTEmacs site has the FAQ.

In general, you shouldn't need anything special to use DJGPP programs
from NTEmacs.  (Assuming you know your way around Emacs, that is.  If
you don't, begin with the tutorial--type "Ctrl-h t" and read.)

Be sure to read the chapter called "MS-DOS" in the on-line manual
(press Help>Manuals>Browse Manuals in Info and then type
"g (emacs)MS-DOS" and press [Enter].
