    There is a "Plug and Play" standard for monitor refresh.  That's how Win9x can
adjust the refresh rate without a driver from the monitor manufacturer.  The
graphics card also needs to support Plug & Play monitors for it to work.  There is
a standard method for determining (through the graphics card) what refresh rates
are available and setting them.  Why else would there be "Plug & Play" monitors?
