You might consider just using XEmacs, as it has syntax highlighting, and
can indent code, etc.  XEmacs BETA has recently adopted the Cygwin-32
(not mingwin) API.  I recently built XEmacs on Windows 98 using Cygwin,
and it works pretty well for a BETA version.  Note that you'd have to
use the beta version, as the win32 api has been added only recently.

I would suggest obtaining the lastest XEmacs code by CVS at
http://cvs.xemacs.org/.
