Create /bin/sh.exe on current disk by copying bash.exe.  Go to the
directory with configure.in and run autoconf (v2gnu/acnfNNb.zip) from
bash.  Now run configure script.  You don't need to setup bash in a
special way.  There might be configure scripts that will not work even
after running autoconf, then you should examine offending tests in
configure.in and try to fix them or find workaround.

I tested it now with bison.  It still works for me.
