Yes to both of the above questions.  For more details see section 18.2 of 
the DJGPP FAQ list (v2/faq211b.zip from the usual DJGPP sites).

The size is stored in _go32_info_block.size_of_transfer_buffer (declared 
in <go32.h>).  It is usually 16KB, but it can be changed with the 
stubedit.exe utility.
