Do you really need to compile them?  Aren't pre-compiled binaries good 
enough?  If you really need to rebuild, read the file TeX.README in the 
section that explains what to download and how to rebuild, and if you 
still have problems/questions/comments, post them here.

The Texmf library is required to build any TeX-related package, btw (as 
well as to run it).  But it is all explained in the README.
