It's because of this line:

RANLIb   = ranlib

See that lower-case `b' at the end of `RANLIb'?  This leaves the variable 
$(RANLIB) (with the upper-case `B') undefined, i.e. empty, and then the 
command in this rule:

$(BIB): $(ELTS)
        $(RANLIB) $@ 

expands into " libsfl.a".  The leading blanks are stripped, and the rest 
is history, as they say ;-).
