It is possible, but not practical.  You *must* have LFNs working.  You
must get the src dist from egcs or prep (djgpp's are missing the other
platforms).  You must copy all the includes and libraries from a linux
machine to your djgpp machine.  Then, follow the instructions in the
INSTALL file for building and installing a cross compiler.

You must be persistent, too.  I did it once, and it took all weekend
to sort out all the little gotchas and whatnot.
