If VB and VC++ are used to write text-mode programs which don't
require a GUI, you should be able to use DJGPP as well.

DJGPP can be used (and very effectively) on Windows 9X.  You don't
need to reboot into DOS to use it.  The only real limitation is that
you cannot produce Win32 GUI programs (RSXNT is certainly *not*
something I'd recommend for a school).
