Hmmm... good question.  Here are my thoughts:

* We shouldn't try to duplicate the existing GNU manuals.

* It should be usable by new users, without excluding others.

* If it's djgpp-specific, it's probably OK.

* If you volunteer to write it, I'll probably include it :-)

So, for GNU tools I'd say there should be a section for each of the
popular ones, that show you (by explanation and example) how to
install, configure, and use the tools, but just enough to get them to
the point where they will be ready for the regular GNU manuals.  For
examples, see the "GCC Invocation" section and the "Larger Projects"
chapter, which intro gcc, ar, ranlib, and make.

Also, feel free to write sections that I didn't list.  I can always
use more stuff!  Include a suggested chapter and section name.

Also, some information might also be useful in the HOWTOs at
http://www.delorie.com/howto/ but they'd be written differently.  The
Guide is a guide and learning resource, but the HOWTOs are the raw
(but complete and exact) step-by-step instructions.
