I think that's a bad idea, because it means structs in headers 
for already-compiled libraries (like libc, or Allegro) will in 
fact not be packed, but the newly compiled code will treat them 
as packed.  Also, struct packing should only be turned off 
where necessary -- it's generally a good thing.
