I suggest to get some ultima map editor/viewer source. Some description of the
game graphic structures can be found at
    http://psycho.simplenet.com/home/ultima/files/u7edit.txt
I have got a viewer program of the Ultima 7 files for Linux with cpp source. I
still have it around somewhere, but cannot remember where and not even remember
the name at the moment.
