The best freeware IDE is, of course, Emacs. :-) There are some people who disagree - it's probably best to try the various IDEs and see if you are one of them. RHIDE can be found on its homepage http://www.tu-chemnitz.de/~sho/rho/rhide.html or on metalab. There may be RPMs floating around somewhere. Last time I checked, there was stub support in Allegro for Linux using SVGAlib but nothing useable.
