I didn't see any C++ library for RSX that encapsulates the WINAPI, so it's
quite difficult to use WINAPI directly. But, as RSX is in public domain,
will not take to long to someone create a library for that purpose.
There isn't so much utils for RSX as for MSCV and RSX does not support so
much things like MSCV ( Ex.: Activex, .VBX, etc...). But again I think it
will not take too long for someone to create support for this.
The primarily advantage of RSX is the possibilities of what it could be and
not it is now.

For me it's much cheapier to simple download RSX and begin to use it. But if
you have the money ...
... is RSX good enough so that you can code with approx. the same
amount of speed / ease for windows using it?
As RSX does not have yet facilities for coding with Windows, you will
probably expend much more time coding with RSX than with MSCV.

The choice is yours. But before you expend money buying MSCV try to
take a look for the C++ Builder of the Inprise ( old Borland). It's very
good too.
