You can find some infomation on PE format at www.microsoft.com somewhere, 
although the link I have will have changed because its more than a day old 
(Its actually 6 months old, so it definatly won't be there)  If you cannot 
find it anywhere, mail me and I will send it too you.
  There is a coff tutorial at 
http://www.dordt.edu:457/topics/COFF.html
which is quite good.
