What is the nature of the functions in libgcc verses libc?

I read in the history area on the DJGPP page that the
original idea of porting gcc to DOS was to have a
i386/DOS hosted  compiler to write a i386 32 bit OS.
With this in mind is it likely that libgcc is the OS calling
layer of libc, meaning if I replace it with similar calls
to my OS I will not have to write a whole libc?
If this is true where can I find a list of the called functions
and there intended purpose?
